Rule to be effective next season in DI, 2020-21 season in DII and DIII
The NCAA Playing Rules Oversight Panel approved moving the 3-point line to the international basketball distance of 22 feet, 1¾ inches in men’s basketball.
The rule will be effective for the 2019-20 season in Division I. Due to the potential financialimpact of placing a new line on courts, the new 3-point line will go into effect for the 2020-21 season in Divisions II and III.
Men’s Basketball Rules Committee members recommended the change after receiving positive feedback from the annual rules survey from coaches whose teams competed in the 2018 and 2019 National Invitation Tournament, where the international 3-point distance was used on an experimental basis.
The committee cited the following rationale for extending the line:
Making the lane more available for dribble/drive plays from the perimeter.
Slowing the trend of the 3-point shot becoming too prevalent in men’s college basketball by making the shot a bit more challenging, while at the same time keeping the shot an integral part of the game.
Assisting in offensive spacing by requiring the defense to cover more of the court.
Teams in the 2019 NIT averaged 23.1 field goal attempts in the tournament from behind the arc, compared with 22.8 3-point attempts in the 2018-19 regular season. The 3-point shooting percentage of teams in the 2019 NIT was 33%, compared with their regular season average of 35.2%.
When the line was moved before the 2008-09 season, the distance went from 19 feet, 9 inches to 20 feet, 9 inches. The percentage of 3-point shots made during that season compared with the previous season declined from 35.2% to 34.4%. The percentage of made 3-point field goals steadily increased back to 35.2% in Division I by the 2017-18 season.
Shot clock reset
The panel also approved resetting the shot clock at 20 seconds after a field goal attempt hits the rim and the offensive team rebounds the ball in the front court.
The change is being made to enhance the pace of the game. The committee decided a full 30-second shot clock is not needed because the offensive team is already in the front court after securing the rebound.
This was an experimental rule in the 2019 NIT, as well.
Other proposals
The panel approved a proposal where players will be assessed a technical foul should they use derogatory language about an opponent’s race, ethnicity, national origin, religion, gender, gender expression, gender identify, sexual orientation or disability.
Coaches will be allowed to call live-ball timeouts in the last two minutes of the second half and the last two minutes of any overtime periods. Previously, coaches weren’t allowed to call any live-ball timeouts during the game.
In the last two minutes of the second half or the last two minutes of any overtime, instant replay review can be conducted if a basket interference or goaltending call has been made.
The 3-point line in men's basketball was moved from 20 feet, nine inches to the international distance of 22 feet, 1 ¾ inches this season to create more offensive spacing by forcing defenses to guard more of the court and to slow the trend of 3-point shots while still keeping them an important part of the game.
Heading into the 1994-95 season, the NBA came up with a logical solution – prompt the players to shoot more three-point shots. The league shortened the three-point line from 23 feet 9 inches to 22 feet.
The NBA has a 22-foot 3-point line in the corners and a 23-foot, 9-inch line elsewhere. The WNBA and the international game plays with a 20-foot, 6-inch line. The NCAA men's game has a 20-foot, 9-inch line while the NCAA women and high schools have a 19-foot, 9-inch line.
From the 1997–98 season on, the NBA reverted the line to its original distance of 23 ft 9 in (22 ft at the corners, with a 3-inch differential). In 2008, FIBA announced that the distance would be increased by 50 cm (19.7 in) to 6.75 m (22 ft 1+3⁄4 in), with the change being phased in beginning in October 2010.
European basketball focuses more on team play, ball movement and outside shooting. There's more of a priority on fundamentals and execution. Whereas in America, there's more of an emphasis on athleticism, one-on-one play and of course the famous slam dunks.
In an effort to neutralize the physicality teams like those Knicks played with, the NBA incentivized 3-point shooting by moving the line ahead of the '94-95 season. The arc typically stretches to 23 feet, nine inches, but is not uniform. In the corners, the distance between it and the basket is only 22 feet.
Although from 1979 to date the three-point line is located at 23 feet and 9 inches in the center and 22 feet in the corners, in the 1990s the NBA made a modification with the objective of raising the average points per game, which had been declining in the last 10 years.

The WNBA and NCAA women's three-point distance is the same: 22 feet, 1.75 inches, measured from the center of the basket. This wasn't always the case, as prior to 2021, the NCAA women's three-point arc was set to 20 feet, 9 inches. The women's line is not much shorter than the NBA's these days.

College basketball courts are the same size as NBA basketball courts with a length of 94ft and a width of 50ft. However the free throw lane/the key, is 16ft wide in the NBA & FIBA, but 12ft wide for college basketball courts.

The three-point line moved back to 6.75 meters (22 ft 1.7 in) from 6.25 meters (20 ft 6.1 in), compared to 23 ft 9 in (7.24 m) for the NBA at the top of the arc. The FIBA adopted the NBA's restricted area arc with a marginally wider radius of 1.25 meters (4 ft 1.2 in).

According to USA Basketball, the WNBA has a 20-foot, 6-inch 3-point line. The NBA plays with a 23-foot, 9-inch line. WNBA archives indicate its basketball must measure between 28.5 and 29 inches.
