Don’t expect the NFL’s new touchback rule to stick around, since it appears to be having the exact opposite of its intended effect.

Under a rule change adopted last spring – and in place for this year only on a trial basis -- kickoff touchbacks are brought out to the 25-yard line instead of the 20. The idea was to reduce the number of kickoff returns, and therefore the number of traumatic injuries that occur on a play in which high-speed collisions occur regularly.

The thinking was a receiving team was more likely to take a touchback on a kick into the end zone knowing the ball would be spotted at the 25. More touchbacks equals fewer returns and fewer injuries, right?

But as the first week of the regular season indicated, kicking teams aren’t ready to surrender those 5 yards without a fight – or at least a tackle.

Instead, teams are frequently opting for high, shorter kicks that come down near the goal line, forcing a return. The thought is that with good kick coverage, the kicking team can pin the receiving team inside the 25-yard line.

According to Newsday, 37.6 percent of kicks were returned in Week 1, up from 30.1 percent in Week 1 last year.

Patriots coach Bill Belichick credited that new kicking strategy with helping his team hold on to win at Arizona. After taking a 23-21 lead late in the fourth quarter, Patriots kicker Stephen Gostkowski, rather than drill the kickoff into the end zone, lofted a kick to the Cardinals 3-yard line. It was returned to the 17, and a penalty on the return backed the Cardinals inside their 10-yard line. The ensuing Cardinals drive ended with a missed 47-yard field goal.

Ravens coach John Harbaugh said the Bills employed that strategy as well. Devin Hester fielded two high kickoffs at the goal line and failed to reach the 25 on either return. He got to the 14 on one return, to the 23 on the other.

Ravens special teams coach Jerry Rosburg said the Ravens prepare for kicks of all kinds, and certainly Justin Tucker has in his repertoire the ability to kick deep, short and just about anything in between. Rosburg said kickoffs will be dictated by game situation, but he said it comes as no surprise that the rule is having the opposite of its intended effect.

“I think we all anticipated there were going to be more returns with the new rule,” Rosburg said. “It has come to pass.”

“Unintended consequences, I guess, is what they call it,” he added.

“People don’t necessarily want to give up 5 yards. We, on special teams, fight for every inch. If you’re saying, ‘We’re going to take 5 yards from you,’ we’re going to fight for every inch, not just 5 yards.”
