The key behaviors are examples, they are not an all-inclusive list of the multitude of ways that an individual may express a competency. They should be used to add clarity and examples of the observable behavior. For instance, a key behavior for the Administrative Officer financial management competency is “establishes and maintains realistic budgets.”
