If the 2023 NBA Draft board leaves you with a strong sense of confusion, no, you aren't reading it incorrectly. There are only 58 picks.

In a typical draft, there are 60 total picks with 30 names being announced in each round. However, this year's event has lost two second-round selections after the 76ers and Bulls were penalized for breaking rules in free agency.

The 76ers and Bulls committed similar violations in free agency. The NBA found that Philadelphia and Chicago engaged in discussions with players before those conversations were allowed to take place.

In December 2021, the league announced that the Bulls would lose a second-round pick because of the timing of discussions regarding the sign-and-trade deal that brought Lonzo Ball to Chicago. The Heat also lost a pick at that time after they acquired Kyle Lowry via sign-and-trade.

Nearly a year later, the NBA revealed that it had rescinded the Sixers' second-rounders in 2023 and 2024. The league determined that Philadelphia spoke to P.J. Tucker and Danuel House Jr. prior to the official start of free agency.
