It did seem weird considering he was the first one of the new toys she encountered. But also I can totally understand her only having room in her little world for one sheriff, that being the one she can most relate to.
Because Bonnie did not view Woody as her favorite toy like Andy did. The interests and perspectives of children change over time as they grow older. While Bonnie may have loved playing with Woody when she was still in daycare, she grew older and began playing with other toys over him. Woody was bound to get played with less and less by having a girl like her as his owner and as you could see in the movie, Bonnie liked playing with Jessie more than Woody for that reason. Not to mention her mind and imagination at the time was more interested in playing with Forky, a new toy she crafted herself.
So the best way to answer that question is to say that Bonnie doesn't view Woody as her favorite toy. And that's obviously tough for Woody since he came from an owner who did view him as his favorite toy.
The same neglect would probably happen for Buzz and the rest of the male toys in Bonnie's collection down the road. And Forky will probably be neglected as well as Bonnie grows older.

Why do people hate on Bonnie for God's sake? We don't know much about her besides she's a playful, lonely kid who has first day of school blues. Like seriously, there are worse kid characters, ones who always throw tantrums and argue when they don't get their way yet you think somebody changing interests is evil? I bet you people changed interests as you were growing up. Put yourself in her shoes. When I was a kid, I wanted everything, I wanted Barbies and Polly Pockets then found out I didn't care for dolls. That's how I discovered my likes and dislikes. Same for Bonnie, she probably didn't know if she'd like Woody in the long run or she just found out cowboys aren't for her. She's a girl so she probably likes girl things. lol imagine if this kid was an adult, people would likely rag on her a lot more lol.
I do wish her mom would've noticed and gave Woody back to Andy but I moreso blame Woody for deciding to go with Bo Peep at the end and become a lost toy.
Now that Toy Story 5 is confirmed and Buzz is coming back, he could be neglected too and so he would look for Woody.
