Can Jiren beat ultra instinct?
1) Beerus. Although Jiren is said to be able to defeat a God of Destruction, it's unlikely Beerus is at risk of suffering that defeat. Beerus has yet to use 100% of his powers in Dragon Ball Super thus far, whereas Jiren at 100% struggled against Mastered Ultra Instinct (MUI) Goku.
In both the manga and anime, Ultra Instinct Goku is stronger than Jiren.
Deus ex machina is the most powerful character in Future Diary. He is known as the ruler of Time and Space. His control over these domains allows him to create the Future Diaries. Due to his ability to warp reality, he can defeat Ultra Instinct Goku as easily as Featherine.

It's his body moving before he realizes it, so Ultra Instinct theoretically can only move as fast as Goku's body can. Even at the peak of Ultra Instinct mastery, his body could hold him back from reaching the upper tiers of the ability.
Dragon Ball: Goku finally surpasses Ultra Instinct in the laziest way possible. For quite a while inside Dragon Ball's universe, Ultra Instinct has been considered the maximum power level anyone can aspire to achieve.
Creation and Conception
According to an interview, Akira Toriyama designed Ultra Instinct — including its name — as a power-up for Son Gokū that would be distinct from the Super Saiyan form.
Broly, like all Saiyans, is powered by sheer rage, and should he go into a fight angry, he may catch Jiren off-guard. While engaging in a normal bout, however, Jiren has a definitive edge.
Does that mean now that Goku has finally awakened the powers of the True Ultra Instinct, it just might be his ticket to defeating Beerus? Unfortunately, the answer is no. But unlike before, when Beerus was able to simply overpower his Saiyan opponents, Goku has now surely grown into a worthy opponent for the God.
Who is stronger Mui Goku or Jiren?
Without a surprise, it was Jiren from Universe 11, whose energy level was so high that he had already eclipsed his own universe's God of Destruction. Of course, Jiren vs Goku was the best fight of the tournament as both of them pushed each other to their limits and in the end, Jiren came out on top.
In Dragon Ball Super, Jiren is said to be a mortal who is stronger than a God of Destruction. Because of this, he is rumored to be able to beat his own God of Destruction, Belmod, and possibly Beerus.
Blaming himself for his master's death, Jiren has learned the hard way that his weakness is his inability to trust in others. It's something Goku used to be bad at too, but has learned throughout his many adventures in the franchise.
Jiren was able to fight against Mastered Ultra Instinct Goku during the Tournament of Power, and he even held his own against him, meaning he should be able to do the same against Gogeta. Furthermore, Jiren got gradually stronger as the two fought and it's possible for him to do the same against Gogeta as well.
He can give him a good fight and force him to use a good percentage of his power and with Broly's adaptability, he definitely has the potential to defeat Jiren.

Goku has some clear advantages over Broly and all of them are key when it comes to a one-on-one fight. Ultra Instinct Goku is faster, stronger, and more agile compared to his opponent and on top of that, there is a significant difference in their respective power levels.

What is Goku's final stage?
Toward the end of the Tournament of Power, Goku was able to channel into Ultra Instinct to fully complete it. While Perfected Ultra Instinct is known by other names such as Mastered and Completed Ultra Instinct, the fact remains that Perfected Ultra Instinct is still the apex of Goku's power.
Unlike Ultra Instinct, Ultra Ego can be tapped into easily by the user once they awaken it completely. As seen during the Tournament of Power, Goku struggled to do that with his ability, and it wasn't until much later in the manga that he finally mastered it.
With this new version of the Ultra Instinct, Goku is able to access the power of his emotions even when he should not be able to. In this new state, he does not need to keep a clear mind, something that has proven very beneficial to him.
Even compared to his previous Super Saiyan forms or even non-Saiyan-specific forms like the Kaio-ken, Perfected Ultra Instinct is by far the most powerful state that Goku has ever achieved.
Jiren's strength comes from his suffering, something no one in Universe 7, other than Future Trunks, could ever relate to. Jiren, however, took his grieving to the extreme by training relentlessly instead of trying to make peace with his pain.
All Angels are naturally in a Perfected Ultra Instinct “state” but for them it isn't a transformation. Whis first reveals the existence of this state and its ability to Goku and Vegeta when training them, prior to Frieza's Revenge. Yes he absolutely can. With Goku and Vegeta fighting against Jiren in the TOP, as SSB, they couldn't do anything, but with UI Goku and MUI Goku, he was able to push and (technically) defeat Jiren. Even then, he was able to block all of his punches with one finger. He the proceeded to dominate Super Saiyan Blue Goku, and still took no damage.
Is Jiren God level?
In Dragon Ball Super, Jiren is a God tier character, undefeated at this point. There's an arsenal of characters who Jiren has defeated or can easily defeat. One such character is Golden Frieza. Being one of the most powerful individuals in Universe Seven makes him on par with Goku in his Super Saiyan Blue form.
Super Full Power (超フルパワー, Chō Furu Pawā) is a powerful state Jiren is capable of taking on after breaking his limits. Rather than being a state beyond it, some media refers to this state as just being Jiren's Full Power.
Jiren is supposedly more selfless and heroic than he seems, having no intention of ever using his power for selfish gains, or to inflict harm on others (even the most evil of people).
While he had lost everything, Jiren does not become evil and instead becomes an overall selfless and heroic, but distant and cold. Possessing a powerful sense of justice, Jiren devotes everything in justice and never acts for selfish reasons.

Although Broly's power was impressive, Beerus showed little to no reaction to his presence in the Dragon Ball Super: Broly movie. This behavior, combined with the fact that Beerus' full power is yet to be shown, implies that the God of Destruction is leagues above Broly.
Unfortunately not. There's simply too much to hint that even MUI Goku is still behind Beerus. Now it was interesting and even surprising to see that Beerus and even the other gods stand in respect and awe of the Mastered Ultra Instinct form.
