Below is the numbering system established by the NFL, and in place since 1973: Numbers 1 to 19 are worn by quarterbacks, kickers, and punters. Since 2004, wide receivers are also allowed to wear numbers between 10 and 19 if they so choose, even if there is an 80-89 number available.
1-19 — the only numbers quarterbacks are allowed to wear — based on approximate value, a single number that captures a player's contributions. Quarterbacks get credit only for their production wearing the number.

The New NFL Jersey Number Rule by Position
Quarterbacks, Kickers, and Punters: No change. As before, they may wear numbers 1-19. Running Backs: Can now wear numbers 1 to 49 and 80 to 89. Under the old rule, they could only wear numbers 20 to 49.

In 1996 there were no quarterbacks taken in the first round, the last time that happened. It came close to happening on Thursday night. Had the Steelers decided Pickett wasn't a long-term starter, it might have happened. Plenty of teams with QB needs obviously didn't like this class.
