Who is a better swordsman Jaime Lannister or Ned Stark?
They portrayed Ned to be a better swordsman than he really was. If they had truly crossed swords in the books, Jaime would have gutted him quickly. Jaime was the bigger, younger, stronger and quicker man.
I believe the author has said that Ned was a competent swordsman but nothing outstanding. Brandon Stark, his older brother, was the better swordsman. Ned's real skill seems to have been in strategy and command, not so much actual fighting. He's not in the same league as Barristan, Jaime or Arthur.
Ser Arthur Dayne
However, he is widely known as perhaps the greatest swordsman in Westeros. He was an elite warrior, but also displayed great strength. He wielded not one, but two swords with absolute ease, good size and stature, and incredible technique, but also with the help of raw power.
Jaime, for all his faults, is definitely one of the best living swordsman in the series. Or, he was before he lost his hand—he's probably down to about average now, which at least makes it fair for everyone else.
However, there is a certain someone who is the key to his heart and his entire identity, and that is his sister Cersei. If Ned could have found it himself to really put the pressure on Jaime's twin, it's entirely possible that he would have been able to defeat Jaime without shedding any blood.
No. Jaime was a prodigy, a natural born warrior trained for childhood to fight; he is up there with Barristan Selmy, Arthur Dayne and other legendary warriors. Ned, on the other hand, was never an exceptional fighter, just average or above average—GRRM himself has confirmed that.
Benjen Stark is probably the best- the Man spent a damned long time fighting wildlings and rose to the rank of First Ranger.

Jaime killed Aerys and saved “half a million people” and was widely reviled for doing so. If his full redemption is to be made, he will kill the Night King and probably die while doing so. Ice is a greatsword as wide across as a man's hand and six feet long. The blade is taller than an adolescent Robb Stark and near as tall as Ser Ilyn Payne. Its Valyrian steel is dark and smoky with deep rippling.
The original Ice was the sword of a giant, whether a true giant or one who is partly giant, which was passed down through House Stark. Thus, either the Starks were still huge a few centuries before Conquest, or Ice is simply modeled after that giant's sword.
