They portrayed Ned to be a better swordsman than he really was. If they had truly crossed swords in the books, Jaime would have gutted him quickly. Jaime was the bigger, younger, stronger and quicker man.
I believe the author has said that Ned was a competent swordsman but nothing outstanding. Brandon Stark, his older brother, was the better swordsman. Ned's real skill seems to have been in strategy and command, not so much actual fighting. He's not in the same league as Barristan, Jaime or Arthur.

The reason that all of his family are such strong and powerful characters is because of the fact that Ned Stark is one of the greatest fighters on the show. While he's not shown at his peak in the series, or in too many battles, when Ned does need to fight it becomes clear that he can handle himself.
