Do Frisk and Chara remember resets? Because many people think they do, but I'm not totally sure. Do they?

Frisk absolutely remembers what happened in previous runs, if that’s what you meant to ask.
Frisk“acts like you know what’s gonna happen” because they recall what happened in previous runs. While this could be seen as the player acting on Frisk’s behalf, there are other examples that show that Frisk remembers.
If Frisk killed Toriel before, they look at Toriel with an expression as if they had“seen a ghost.” This will always happen no matter how many resets it has been since Frisk killed Toriel.True Reset is the only exception as it completely wipes all memories of past runs (except for Chara’s mention of previous genocide routes).
After the first Mettaton musical,Frisk will have a bored expression that prompts Mettaton to give them the chance to skip the performance.
Chara also remembers what happens, as evidence in subsequent genocide runs.
Chara remembers that the player/Frisk has already committed to the genocide route before. Though destroying the world is essentially clearing the game and starting over“new,” Chara is able to still remember.
