STRAPS AND TIGHTNESS
The leg pad needs to fit loosely enough on the leg so it can rotate into the butterfly position. Attach the toe ties to the pad. Run the bootstrap through the back hole of the skate cowling, keeping the strap approximately 1-2 holes outside of snug.
The purpose of a toe tie is to control the rotation of a leg pad around the goalie's shin. Toe ties are the system that connects the tip of a goalie pad boot to the goalie's skate. In the old days, goalies played a stand up style which does not require leg and hip rotation.
A goalie can choose whether they wear a neck guard, a dangler, or both‚—or none at all.
Many pro goalies wear a forward's jock and a goaltender's jock over that. The best way to keep the hockey socks in place is to use a garter belt to securely hold them. There are hockey shorts now that have Velcro straps that are used to hold socks in place. Whichever the player is comfortable with.
High calf tension and little boot tension or Lundy strapping are the keys to pads sit higher on the leg.
While sitting, a goalie should measure from the outside of their ankle bone to the middle front of their knee cap. For example, if a goalie measures their ATK and it comes to 17.5”they should fit well in a 35” overall pad.

There is lots of padding in the goalie pads themselves. This will make it too bulky and hard for the goalie to move comfortably.
An ideal fit is 2-3 inches above the middle of the thigh. Any higher and the pad will come up into the bend of the leg/bottom of crotch and will restrict skating movement. If the pad comes below the middle of the thigh, the five-hole may not be covered and the knees could be exposed to sticks and pucks.
Knobs must be taped so that the goalie can use their blocker hand to stop the stick when used in poke checking, as well as for improving puck control when shooting or passing the puck.
Do NHL goalies have to use white tape?
For those wondering what was going on with the official taping Frederik Andersen's stick a few moments ago: Per NHL Rule Book Section 10.2., goalies must have a knob of white tape or some other protective material approved by the League at the top of their goalie stick shaft.
For example; goalies have been allowed to wear an extension on the cuff of their catching glove called a “cheater” since the days of Tony Esposito in the 70s. Again, it's called a “cheater”! Nobody has a problem with that? This apparatus doesn't protect anything, it just eliminates net.

The +1 sizing system is standard for leg pads, meaning that “+1” is an extra inch added to the top of the leg pad. How do you break in stiff goalie pads?
The best way to break in leg pads is to work them naturally — meaning to bend them in the same ways they would be bent during a game. This can either be done while wearing the pads, or by bending them while they're off.
There should not be any movement or lifting with your heel. If your heel does move, it will take away from your performance. The skate should be very snug for proper support to enable a good push-off without any movement. It takes a few wears to break in a new pair of skates.
If the toe strap is flat, it's supposed to go over the top of the boot. If it's kind of concave, it's made to go over the tip of the boot.
In the 2005–06 season the NHL eliminated tie games altogether, as the shootout was introduced to decide all regular season games tied after the five-minute overtime period.
One of the recommendations was to eliminate ties in games, and to institute a shootout so that every game would at least have some scoring and a winner. So starting in the 2005-06 season, ties at the NHL level were officially over and all games would be decided with a winner and loser.
